Kind of confused with this statement, I don't understand what he is saying about the law or state property here. What really confuses me, is why would he write something so complex that the average person can't understand it? How does he expect it to have a impact on a large scale if only a small group can fully understand it?

The "State", as the government which is the ruling class uses their common interest's or policies upon a civil society who possess in a high degree (expensive material), the government will "mediate" ; resolve the differences among the rich and the poor. To make common institutions such as factories, schools,warehouses,etc. This may be a communist ideology but prototypical to it's cause. A real world example can be China today.
